Job Description

Salary: $95,000 - 135,000 per year Requirements:

• We need candidates with prior experience providing business analysis for a large-scale IT system.
• A bachelors degree is required, or an equivalent mix of recent, relevant professional experience.
• At least 3 years of experience in a Business Analyst role is expected.
• Experience defining business problems, capturing and documenting requirements, identifying solution options, and validating that outcomes meet requirements is necessary.
• The ability to manage a substantial workload with limited direction is important.
• We are looking for someone who is self-driven and able to work both independently and collaboratively.
• Strong written and verbal communication skills are required.
• Solid problem-solving capability is essential.
• The candidate must adapt quickly in a fast-paced environment.
• A strong understanding of SDLC methodology is required.
• Relationship management and facilitation skills are needed.
• Strong judgment and decision-making skills are expected.
• Attention to detail is required.
• Maintaining confidentiality and exercising discretion is essential.
• Preferred experience includes process improvement work.
• Preferred background includes healthcare research, healthcare planning, and healthcare financial management.
• Preferred experience includes healthcare policy interpretation, development, and implementation.
• Preferred experience supporting the Commonwealth of Kentucky or other state government agencies.
• Preferred experience supporting public health or healthcare information systems.

• We work with the project team, business partners, and system vendor to gather and finalize business requirements.
• We analyze current business processes, identify improvement opportunities, and help shape the optimal system design to meet business needs.
• We create gap analyses and ensure gaps are identified and addressed.
• We actively participate in Joint Application Design (JAD) sessions for new systems and enhancements to existing systems.
• We review vendor-produced design documentation for completeness and consistency, ensuring it aligns with business partner requirements.
• We draft test plans and test scenarios for the project and take part in system testing.
• We monitor and follow up on project Risks, Action Items, and Decisions (RAID).
• We provide regular project status updates to management.
• We collaborate with RHT staff and leaders, CHFS business and technology leads, and Cabinet leadership.
